Senior Manager Medical Services Position at Steve Biko Academic Hospital

The Gauteng Department of Health is inviting applications for the position of Senior Manager Medical Services at the esteemed Steve Biko Academic Hospital. This key leadership role is essential for the strategic management and delivery of clinical services at one of South Africa’s top academic hospitals.

The successful candidate will play an instrumental part in the hospital’s executive management team, working to ensure high-quality patient care, optimal resource management, and efficient operations.

About the Position

This Senior Manager Medical Services position is a joint appointment between the Gauteng Department of Health and three leading academic institutions: University of Witwatersrand, University of Pretoria, and Sefako Makgatho University. The role comes with an all-inclusive remuneration package of R1,623,609 per annum, making it a highly competitive offer for qualified candidates.

As a senior member of the hospital’s leadership team, the Senior Manager will provide strategic oversight of clinical services, drive operational efficiency, and collaborate with key stakeholders to ensure the best possible health outcomes for patients.

Key Responsibilities

The Senior Manager will be responsible for:

  • Leadership and Management: Taking charge of clinical services at Steve Biko Academic Hospital, ensuring they align with the hospital’s goals and objectives.
  • Quality Assurance: Leading the department in ensuring quality assurance procedures, including conducting clinical audits in line with National Core Standards.
  • Collaboration: Working with other hospital executives and senior management teams to improve the hospital’s daily operations, staffing, patient management, and safety protocols.
  • Strategic Planning: Contributing to the development and implementation of business and operational plans, as well as disaster recovery and disease response strategies.
  • Financial Oversight: Monitoring the effective use of resources, including supplies, equipment, and financial management in collaboration with the Chief Financial Officer (CFO).
  • Human Resource Management: Forecasting staffing needs and ensuring appropriate staffing patterns to meet the hospital’s strategic goals.
  • Transformation Leadership: Driving the transformation of clinical services with a focus on equity, diversity, and the employment of previously disadvantaged individuals.

Requirements

Candidates must meet the following qualifications and experience to be considered for the role:

  • Qualifications:
    • A medical qualification that allows registration with the Health Professions Council of South Africa (HPCSA) as a Medical Practitioner.
    • Current HPCSA registration as a Medical Practitioner.
    • Postgraduate management qualifications, such as Master of Public Health (MPH) or MMED Public Health Medicine, are advantageous.
  • Experience:
    • A minimum of three (3) years’ experience as a Medical Officer post-registration with HPCSA.
    • At least three (3) years of experience in a Clinical Manager role is highly preferred.
    • Experience in academic or tertiary hospitals, along with a background in administration, finance, and supply chain management, will be advantageous.
  • Skills:
    • Strong leadership, communication, and interpersonal skills.
    • Problem-solving and decision-making abilities.
    • In-depth knowledge of Public Service Legislative frameworks, including the Public Service Act (PSA), Public Finance Management Act (PFMA), and others.
    • Ability to manage multiple teams and ensure operational efficiency under pressure.

Duties and Key Responsibilities

The Senior Manager will oversee:

  1. Clinical Service Management: Responsible for the leadership and oversight of the clinical services within the hospital.
  2. Strategic Leadership: Contribute to the formulation and execution of hospital business and operational plans.
  3. Budget Management: Monitor the expenditure of equipment and supplies, ensuring adherence to budget guidelines.
  4. Collaboration with Senior Management: Work closely with the hospital CEO and other senior executives to ensure the efficient and effective running of the hospital.
  5. Human Resource Management: Oversee the forecasting of staffing requirements, contributing to a dynamic workforce that meets the hospital’s goals.
  6. Quality Assurance and Patient Safety: Lead initiatives aimed at improving clinical practices and patient care.
