The Gauteng Department of Roads and Transport has officially opened a new Smart Driver Licence Testing Centre at Gautrain Sandton Station in Johannesburg, introducing a fully cashless and appointment-based licensing service aimed at reducing corruption and improving access for motorists.

The facility was launched on Wednesday 29 July 2026 by Gauteng MEC for Roads and Transport Kedibone Diale Tlabela. It becomes the province’s seventh Smart Driver Licence Testing Centre and forms part of Gauteng’s Smart Mobility programme to modernise licensing services. According to the department, the centre uses digital systems, cashless payments and enhanced security to eliminate opportunities for bribery and fraudulent licence applications.

Speaking at the launch, Diale Tlabela said the new licensing centre has been designed to improve transparency while making licensing services faster and more efficient.

“This is a cashless service. This is where you cannot bribe,” the MEC said.

According to the department, technology plays a central role in verifying applications, processing payments and strengthening security throughout the licensing process.

The MEC urged motorists, particularly young drivers, not to purchase fraudulent driving licences or attempt to bypass legal processes.

She warned that individuals involved in licence fraud risk arrest and criminal records that could affect future employment opportunities.

“If you are doing it the wrong way, you will be arrested,” Diale Tlabela said.

Appointment Based System Aims to Improve Service Delivery

Unlike many traditional licensing centres, the Sandton Smart Driver Licence Testing Centre will operate strictly through an appointment system.

According to the Gauteng Department of Roads and Transport, the appointment model is intended to eliminate long queues, reduce waiting times and remove opportunities for intermediaries who often operate outside licensing centres.

Officials said motorists can expect significantly shorter processing times, with driving licence renewals taking approximately 10 minutes under normal operating conditions.

The department said digital enrolment technology allows applications to move through the system more efficiently while maintaining security standards.

Licensing Services Available at The New Centre

The Sandton Smart Driver Licence Testing Centre offers a full range of licensing and vehicle administration services.

    These include:

    • Driving licence renewals
    • Driving licence applications
    • Duplicate driving licence cards
    • Professional Driving Permit applications
    • Vehicle registration services
    • Motor vehicle licence disc renewals
    • AARTO infringement payment services

According to the department, all services are processed electronically and payments are made through cashless systems.

Smart Mobility Programme Expands Across Gauteng

The Sandton facility is the seventh Smart Driver Licence Testing Centre established in Gauteng.

According to the Gauteng Department of Roads and Transport, Smart Driver Licence Testing Centres have already been introduced at selected Gautrain stations and shopping centres across the province.

The initiative forms part of the provincial government’s Smart Mobility programme, which seeks to improve access to government services through digital technology.

Officials said strategically locating licensing centres near major transport hubs allows more residents to access services closer to workplaces and public transport routes.

The Sandton facility is located inside Gautrain Sandton Station on West Street in Johannesburg.

Cashless Transactions Designed to Reduce Fraud

One of the key features of the new facility is its cashless operating model.

According to the department, removing cash transactions reduces opportunities for bribery and improves financial accountability.

The centre also incorporates digital identity verification, electronic records and additional security measures intended to strengthen the integrity of licence applications.

Law enforcement officials have also been deployed at Smart Driver Licence Testing Centres to support compliance with licensing regulations and investigate suspected fraudulent activity where necessary.

The department said these measures form part of broader efforts to restore public confidence in licensing services.

Why The Province is Focusing on Licensing Reform

Driver licensing centres across Gauteng have faced ongoing challenges in recent years, including long queues, appointment backlogs and allegations of corruption.

Government has increasingly introduced digital systems in an effort to improve service delivery while limiting opportunities for fraud.

According to the department, Smart Driver Licence Testing Centres are intended to provide a more efficient and transparent alternative to traditional licensing offices.

The launch follows continued efforts by provincial government to modernise public services and improve accessibility for residents.

What This Means for Gauteng Residents

For motorists across Gauteng, the new Sandton Smart Driver Licence Testing Centre offers another option for accessing licensing services.

Residents who secure appointments can expect:

    • Cashless payment facilities
    • Shorter waiting times
    • Appointment based service delivery
    • Digital processing of licence applications
    • Vehicle registration and renewal services at one location
    • Increased security measures during the licensing process

For commuters who regularly travel through Sandton, the location inside Gautrain Station may also improve convenience by allowing licensing services to be accessed near a major public transport hub.

The department said the facility supports its goal of delivering more efficient government services while reducing opportunities for corruption.
