The City of Ekurhuleni has opened applications for the position of City Manager, a fixed-term contract role based at the OR Tambo Precinct, Administration Block, EGSC Building, Germiston. The role is central to ensuring efficient service delivery, compliance, and visionary leadership across the municipality.

Remuneration and Location
- Salary: R2 774 127 – R4 248 980 (total cost to company)
- Workplace: OR Tambo Precinct, Administration Block, EGSC Building, Cnr Cross & Rose Streets, Germiston
- Contract Type: Fixed-term (aligned with Section 57 (6) of the Municipal Systems Act)
Key Responsibilities
The appointed City Manager will be expected to:
- Strategically manage and coordinate the use of council resources for effective service delivery.
- Lead the municipality’s strategic planning in alignment with legislation, political priorities, budgets, and community needs.
- Ensure efficient provision of services, including health, safety, housing, water, waste, electricity, sports, arts, culture, and economic development.
- Serve as the Accounting Officer, ensuring compliance with the MFMA and other legislative requirements.
- Build and maintain strong relationships with provincial and national government for regulatory and budgetary support.
- Drive collaborative strategies on pressing issues such as poverty alleviation, job creation, crime prevention, and economic growth.
- Monitor and manage senior staff performance against set targets.
- Implement the Employment Equity Plan in line with Council’s equity strategy.
- Oversee municipal budgets and financial management.
Responsibilities
This role carries critical turnaround responsibilities, including:
- Developing a coherent long-term vision through the Integrated Development Plan (IDP) and operational plans.
- Reviewing and guiding the Growth and Development Strategy.
- Designing and executing a comprehensive turnaround plan to strengthen municipal operations.
- Analysing development potential and aligning strategies to enhance service delivery and governance.
Minimum Competence and Core Requirements
Candidates must meet the competency framework set out in the Municipal Systems Act 32 of 2000 and related regulations:
- Bachelor’s Degree in Public Administration, Political Sciences, Social Sciences, Law, or equivalent (NQF Level 7).
- Master’s Degree in Management Sciences, Business Administration, or Business Leadership (advantageous).
- Minimum 10 years’ managerial experience, with at least 5 years at senior management level within local government.
- Proven experience in institutional transformation, governance systems, and performance management.
- Strong knowledge of municipal policy, legislation, and compliance frameworks, including MFMA regulations.
- Demonstrated success in infrastructure development, financial management, and stakeholder engagement.
- Excellent leadership, communication, analytical, and problem-solving skills.
Note: Candidates without the MFMA minimum competency requirements will be required to obtain them within 18 months of appointment.
