Chief Executive Officer Position at Cullinan Rehabilitation Centre

The Gauteng Department of Health is seeking applications for the position of Chief Executive Officer (CEO) at the Cullinan Rehabilitation Centre. This critical leadership role offers an exciting opportunity to make a significant impact in the health sector.
The role will be based at the Cullinan Rehabilitation Centre and comes with a salary package of R1 059 105 per annum (inclusive of all benefits). The successful candidate will be appointed on a five-year fixed-term contract.
Key Responsibilities
1. Strategic Leadership
The CEO will be responsible for preparing and executing a strategic plan that aligns with the National Development Plan (NDP) and provincial health objectives. They will ensure the hospital’s strategic direction is continually assessed and refined, fostering a culture of excellence and innovation within the institution.
2. Financial and Resource Management
Maximising revenue through efficient income collection and managing the hospital’s budget in line with the Public Finance Management Act (PFMA) will be key priorities. The CEO must ensure the hospital is financially sustainable while complying with all relevant financial regulations.
3. Facility and Equipment Management
Managing the rehabilitation centre’s infrastructure and ensuring that facilities are maintained to high standards is essential for optimal service delivery. The CEO will implement systems that streamline the maintenance and operation of equipment and buildings to avoid service disruptions.
4. Human Resource Management
The CEO will be expected to maintain and enhance human resource management policies and ensure that the workforce is used efficiently. Creating a safe and supportive working environment for staff while promoting training and development is central to this role.
5. Procurement and Supply Chain Management
Efficient procurement processes are vital to ensure that goods and services are acquired in a cost-effective and timely manner. The CEO will oversee the hospital’s procurement system, ensuring fairness, transparency, and adherence to regulations.
6. Clinical and Corporate Governance
Ensuring high standards of patient care through effective clinical governance is one of the primary responsibilities of the CEO. The successful candidate will also be responsible for the institution’s corporate governance, including risk management, infrastructure planning, and maintaining occupational health and safety standards.
Key Requirements
Candidates for this prestigious position must meet the following qualifications and experience criteria:
- Educational Qualifications:
An appropriate Degree or Advanced Diploma at NQF level 7 in a health-related field is required, along with registration with the relevant professional body. A postgraduate qualification in Management will be an added advantage. - Experience:
A minimum of five years of management experience in the health sector is essential. The ideal candidate will have a strong understanding of healthcare administration, leadership, and management principles. - Knowledge of Health Legislation:
Candidates should be knowledgeable about the National Health Act and the Mental Health Care Act (No 17 of 2002). Familiarity with other relevant health policies and regulations, such as the Public Finance Management Act (PFMA), Public Service Act, and related Regulations, is highly desirable. - Leadership Competencies:
The ideal candidate must possess strategic capability and leadership skills, including programme and project management, financial management, and change management. Strong people management and empowerment skills are essential. - Other Requirements:
A valid driver’s licence is required (exceptions for people with disabilities). Candidates must demonstrate a commitment to improving the operational efficiency of the health establishment and fostering a team-oriented work environment.

A Pre-Entry Certificate from the National School of Government is required for all Senior Management positions, and candidates must provide this upon request.
