Requirements

To be eligible for this position, applicants need to meet the following criteria:

Qualifications:

  • Grade 12 Certificate.
  • An appropriate degree in a health-related field (NQF level 7).
  • A postgraduate qualification in Management will be considered an added advantage.

Experience:

  • A minimum of five (5) years of management experience at a senior management level in the public health sector.

Skills and Knowledge:

  • In-depth knowledge and understanding of district health systems and the management of regional and district hospitals.
  • A good understanding of legislations, regulations, and policies governing the public sector.
  • Ability to effectively manage strategic, financial, and human resources within a healthcare context.
  • Strong computer literacy and the ability to use relevant software tools.

Key Responsibilities

  1. Strategic Leadership:
    • Provide leadership to ensure that the Chief Directorate’s annual, business, and operational plans align with provincial health goals.
    • Lead the implementation of the Primary Health Care (PHC) full package in the five districts, ensuring the delivery of quality healthcare services.
  2. District and Hospital Management:
    • Oversee the management of District Health Services within the province, ensuring effective and integrated service delivery.
    • Provide support to Districts and Regional Hospitals in line with the Departmental Comprehensive Service Plan and National Health Core Standards.
    • Guide the Ideal Clinic Realisation and Maintenance (ICRM) initiative across the five districts.
    • Collaborate with the five districts to review and implement the three streams of PHC reengineering.
  3. Financial Management:
    • Prepare and manage the DHS budget, ensuring that the health and service needs of the province are met within legislative frameworks and budget constraints.
  4. National Health Insurance (NHI) Support:
    • Support the NHI readiness arrangements in line with developments surrounding the National Health Insurance Bill.
  5. Human and Financial Resource Management:
    • Manage both human and financial resources within the Directorate, ensuring optimal use of resources and compliance with relevant regulations.
  6. Stakeholder Engagement:
    • Foster partnerships within the province with key stakeholders, including communities, local governments, universities, and Non-Profit Organizations (NPOs), to enhance health service delivery.
  7. Performance and Service Delivery:
    • Monitor the implementation of the Expanded Public Works Programme (EPWP) within the department.
    • Actively contribute to the formulation and implementation of the departmental Strategic Plan.
  8. Reporting and Communication:
    • Ensure regular communication and reporting on the outputs of the Chief Directorate, both internally and externally with stakeholders.
