City Power Denies Hawks Raiding Headquarters

City Power, Johannesburg’s main electricity utility, firmly denies recent media claims that the Hawks conducted a raid at its headquarters. These reports surfaced amid an ongoing investigation into alleged corruption and financial mismanagement involving irregular payments and inflated contracts exceeding R500 million. The utility clarifies that the Hawks’ visit took place as a formal inquiry to gather information, not as a forcible raid. This clarification aims to address public concerns and correct misleading narratives spreading through the media.

Hawks Investigate Allegations of Corruption and Fraud

The Hawks continue probing City Power over a substantial corruption scandal involving questionable payments to contractors. Reports indicate the investigation concerns three suspicious contracts, with allegations that City Power executives approved payments totaling about R500 million. One specific payment allegedly inflated an infrastructure contract by over 1,000%, growing from an initial quote of R8 million to R100 million paid by the utility. Another scrutiny involves a private firm hired at R55 million for managerial tasks already handled by existing staff.

City Power’s Response Amid Financial Challenges

City Power acknowledges financial difficulties but insists it is cooperating fully with authorities. CEO Tshifularo Mashava stressed, “We have launched a comprehensive internal disciplinary and legal process addressing financial irregularities.”

The utility identified 15 employees for disciplinary action and plans further probes into contractors involved in fraud.

Mashava affirmed, “The net is closing on internal collaborators manipulating the system.” The company also highlighted ongoing efforts to tighten procurement controls and prevent future malfeasance.

    Background on Payments Under Investigation

Investigators are examining large payments associated with failed maintenance projects and questionable contracts. One major item under review is a R335 million payment for work flagged as dubious despite warnings about invoices. Other payments involve hiring external companies unnecessarily and excessive amounts paid for electric infrastructure. These financial transactions have intensified concerns about governance and financial controls within City Power, a utility struggling with aging infrastructure and significant electricity losses.

Allegations Spark Public and Media Attention

Media reports and public discourse have portrayed the Hawks’ involvement as a dramatic raid, fueling speculation about government corruption and mismanagement in Johannesburg’s power sector. A tweet described it as a “BREAKING” development implicating CEO Tshifularo Mashava directly. However, City Power counters such narratives, emphasizing that the Hawks’ visit was coordinated and procedural, not a raid. The utility urges the public to await official findings rather than rely on potentially misleading reports.

Impact of Investigation on Service Delivery

City Power faces multiple operational challenges compounded by the ongoing probe. Customers recently dealt with electricity supply disruptions following a ransomware attack that affected their systems. This malware incident limited customers’ ability to buy prepaid electricity units, which City Power supplies.

“The ransomware increased response times to outages due to limited internal system access,” the company noted. These combined pressures highlight the utility’s fragile state amid infrastructure and governance issues.

    Legal and Disciplinary Actions Underway

Following a forensic investigation, City Power has intensified efforts to hold employees and contractors accountable. The utility froze payments to implicated contractors and launched disciplinary proceedings against staff members, including one facing criminal prosecution.

“City Power is coming for those who think they can manipulate the system,” said CEO Mashava.

The investigation revealed fraud schemes such as duplicate approvals and collusion, undermining confidence in procurement integrity.

City Power’s Commitment to Transparency and Reform

In response to the allegations, City Power emphasizes its commitment to transparency and reform. The utility instituted tighter controls on procurement and centralized approval processes. Additionally, ongoing audits aim to detect further irregularities and strengthen oversight.

“We want residents to know that we are addressing these challenges head-on,” the spokesperson stated.

This commitment seeks to restore public trust and stabilize service delivery amid a tough financial and operational environment.

The Role of Hawks in Fighting Corruption

The Hawks, South Africa’s elite crime-fighting unit, play a critical role in investigating high-profile corruption cases like this one. Their proactive inquiries into City Power signify the government’s stance on combating financial misconduct in public entities. While sources differ on whether the action at City Power’s headquarters constitutes a raid or a formal visit, the Hawks’ efforts underscore the seriousness of the allegations. Their continued engagement represents a key step toward accountability in Johannesburg’s utilities.

What’s Next for City Power and Johannesburg Residents

City Power’s cooperation with law enforcement will be pivotal in resolving the corruption probe while keeping electricity services running. The utility urges residents to remain patient and informed, noting that investigations may take time to conclude.

CEO Tshifularo Mashava emphasized, “We are fully cooperating and will continue to implement corrective measures to safeguard the utility’s future.”

Meanwhile, Johannesburg’s residents watch closely as City Power grapples with internal challenges and external scrutiny affecting the city’s power supply continuity.
