    South Africa’s education and training system is undergoing a major transition after more than 1,100 outdated “legacy” qualifications were removed from the national qualifications register as part of a broader overhaul led by the South African Qualifications Authority (SAQA), the Department of Higher Education and Training (DHET) and the Quality Council for Trades and Occupations (QCTO).

    The move is aimed at phasing out older pre-2009 qualifications and replacing them with modern occupational programmes designed to better align with current industry demands, workplace skills and evolving technologies such as artificial intelligence and green economy sectors.

    While authorities say the reform is necessary to modernise South Africa’s skills development system, the changes have also raised concerns among students, graduates and training providers about whether older qualifications will remain recognised by employers.

    SAQA officials have however stressed that qualifications already obtained remain valid and legally recognised.

    Why South Africa Is Phasing Out Legacy Qualifications

    According to SAQA Chief Operating Officer Dr Makapella Makafula, the transition forms part of a national effort to modernise South Africa’s National Qualifications Framework (NQF).

    Many of the qualifications being phased out were developed under an older framework that no longer reflects the current labour market or industry requirements.

    Speaking during a public awareness campaign, Makafula said newer occupational qualifications are designed to focus more heavily on practical training, workplace experience and employability.

    “Most of these old qualifications no longer respond to workplace and industry needs,” Makafula said.

    The reforms are also intended to ensure students graduate with more practical and work-ready skills.

    What Happens to Existing Qualifications?

    One of the biggest concerns raised by South Africans is whether older diplomas, BTech degrees and qualifications obtained years ago will become invalid.

    SAQA says this will not happen.

    According to Makafula, qualifications already achieved remain permanently recorded on South Africa’s National Learners’ Records Database and can still be verified and used for employment or further study.

    “Phasing out of a qualification does not mean that your qualification is invalid,” he said.

    Authorities say the phase-out mainly affects:

    • New enrolments into discontinued programmes
    • Providers still offering outdated qualifications
    • Institutions that failed to transition to updated frameworks

    Learners who were already enrolled before phase-out deadlines are still expected to complete their studies during approved “teach-out” periods.

    What Are Occupational Qualifications?

    The QCTO’s occupational qualifications framework focuses on combining:

    • Theory and academic knowledge
    • Practical skills training
    • Simulated workplace learning
    • Real industry workplace experience

    Officials say this approach is designed to address one of South Africa’s biggest challenges: graduates entering the labour market without practical experience.

    Makafula said many modern qualifications now require learners to spend time directly within industry environments before graduating.

    The updated qualifications also aim to better prepare students for emerging sectors such as:

    • Artificial intelligence
    • Green energy
    • Advanced manufacturing
    • Digital media
    • Renewable infrastructure
    • Technology-driven industries

    Why Gauteng Is Central to the Transition

    Gauteng remains South Africa’s largest education, training and employment hub, making the province central to the transition toward occupational qualifications.

    Thousands of students in Gauteng attend:

    • TVET colleges
    • Private colleges
    • Universities
    • Skills development institutions
    • Occupational training centres

    The province is also home to major sectors driving demand for new workplace-focused skills, including:

    • Financial services

    Education analysts say Gauteng’s large youth population means the province will likely feel the impact of qualification reforms more strongly than most regions.

    Students, graduates and working professionals who hold older qualifications are being encouraged not to panic, as SAQA has confirmed that previously obtained qualifications remain legally valid and recognised.

    However, education experts say people should still take proactive steps to ensure their qualifications are properly verified and aligned with current industry expectations.

    South Africans affected by the transition are encouraged to:

    • Confirm whether their qualification is classified as a legacy programme
    • Contact their institution about teach-out deadlines if they are still studying
    • Keep certified copies of qualifications and academic transcripts
    • Verify their qualifications through SAQA before applying for jobs
    • Explore updated occupational qualifications if they want to continue studying
    • Ensure any future courses are accredited by the DHET or QCTO

    Officials also warned students to be cautious of private institutions claiming to offer qualifications that are no longer officially recognised.

    According to SAQA, the transition does not erase historical qualifications from national records, meaning graduates can still use older diplomas, certificates and degrees for employment and further studies.

    How to Verify Your Qualification in South Africa

    As qualification fraud and bogus colleges continue to rise, SAQA is urging South Africans to verify both their qualifications and training institutions before enrolling or applying for jobs.

    Qualifications can be verified through:

    • SAQA Verification Services
    • The QCTO qualifications database
    • DHET’s official list of registered institutions
    • Professional councils and industry bodies where applicable

    Students and employers are also encouraged to check whether institutions:

    • Have official accreditation
    • Display valid registration numbers
    • Offer recognised occupational qualifications
    • Include workplace training requirements
    • Appear on official DHET or SAQA databases

    Education authorities say fraudulent qualifications remain a growing global problem, with South Africa increasingly strengthening legislation and criminal penalties linked to fake certificates and bogus colleges.

    Under the revised National Qualifications Framework legislation, individuals found guilty of qualification fraud can face prison sentences of up to five years.

    Concerns Over Fake Qualifications and Bogus Colleges

    The transition has also renewed concerns about fraudulent qualifications and unregistered training providers.

    SAQA says fake certificates remain a serious issue both locally and internationally.

    Authorities have warned students and parents to verify institutions before registering for courses.

    According to Makafula, South Africa’s revised National Qualifications Framework Act allows severe penalties for qualification fraud.

    People found guilty of using fraudulent qualifications can face:

    • Criminal prosecution
    • Jail sentences of up to five years
    • Employment consequences
    • Disqualification from professional registration

    SAQA officials say awareness campaigns are currently being conducted across provinces including Limpopo and the Northern Cape to educate communities about bogus institutions.

    Training Providers Push Back Against Changes

    Some private colleges and training providers have expressed concerns that the transition threatens parts of the sector.

    However, SAQA has denied claims that institutions are being shut down.

    Officials say providers are instead being guided through transitional arrangements to align programmes with the updated framework.

    Makafula said institutions are being encouraged to modernise rather than close.

    “We are not closing anybody. We are saying people must adjust,” he said.
