Gauteng’s 2025/26 Treasury Budget Focuses on Municipal Support, Governance, and Economic Transformation

On 16 July 2025, Gauteng MEC for Finance and Economic Development, Lebogang Maile, delivered the Provincial Treasury’s 2025/26 Budget Vote at the Gauteng Provincial Legislature. The budget outlines a strategic framework to strengthen municipal finances. It also supports economic transformation and enhances governance in line with Gauteng’s development goals.

Overview of the 2025/26 Treasury Budget

The Gauteng Provincial Treasury has been allocated R787 million for the 2025/26 financial year. This funding supports its mandate to oversee provincial financial management and assist municipalities. It also aims to drive transformation of the provincial economy.

MEC Maile highlighted the department’s commitment to improving fiscal discipline. They aim to reduce unauthorised expenditures and enhance audit outcomes across provincial departments and municipalities.

Key Budget Priorities for 2025/26

1. Strengthening Municipal Governance and Financial Oversight

The budget prioritises direct support to municipalities facing financial and governance challenges. Treasury will provide technical assistance to help improve audit outcomes, reduce irregular expenditure, and enhance compliance. The department aims to reduce the number of municipalities with disclaimers and adverse opinions through proactive intervention.

2. Supporting Revenue Enhancement and Compliance

Gauteng Treasury is working with local municipalities to implement sustainable revenue collection strategies. Through the Municipal Financial Recovery Services (MFRS) and the Revenue Management Support Programme, the department is helping municipalities recover lost income. In addition, they work to improve billing systems and increase revenue collection efficiency.

3. Driving Economic Transformation

The 2025/26 budget supports township economies and historically disadvantaged entrepreneurs through procurement reform. Enterprise development programmes are also included. Moreover, Treasury will continue enforcing the 80/20 procurement principle, ensuring that a large percentage of provincial spending benefits township-based and black-owned businesses.

4. Promoting Clean Governance and Transparency

Treasury is accelerating the rollout of systems like the Invoice Management System (IMS) to ensure suppliers are paid within 30 days. This effort also aims to reduce invoice fraud. The department will additionally scale up financial misconduct monitoring and establish early warning systems to identify risks in supply chain processes.

5. Human Capital Development and Talent Pipeline

As part of its broader transformation strategy, the department has committed to nurturing talent through bursary programmes and youth employment initiatives. These efforts support Gauteng’s broader aim of inclusive growth. They also focus on reducing youth unemployment.

Monitoring and Accountability

Treasury will continue strengthening its Monitoring and Evaluation (M&E) frameworks to ensure departments and municipalities account for their budgets. MEC Maile stressed that all entities receiving provincial funds must deliver measurable, transparent results that improve service delivery. These results should also promote financial health.
