In a recent operation around Rosebank, officers arrested 10 foreign nationals and impounded 15 delivery bikes.

This enforcement comes in response to a surge in reckless delivery bike behavior. Many riders speed through intersections, park illegally, block pavements, and ignore traffic rules, turning Johannesburg’s streets into dangerous zones for motorists and pedestrians alike.

ALSO READ: SAPS Operation Vala Umgodi Strikes Illegal Mining Rings Nationwide

JMPD Responds to Spike in Illegal Delivery Activity

JMPD officers launched the operation after receiving mounting complaints about delivery bikers breaking the law. Superintendent Xolani Fihla confirmed the city’s growing concern. “Our roads are under pressure, and lawless delivery bikers make things worse. We had to act,” he said.

Officers patrolled hotspots, stopped riders, and conducted thorough inspections. They discovered that many lacked valid driver’s licenses, vehicle registrations, and legal immigration documents such as passports and commercial permits.

Police arrested 10 foreign nationals who failed to provide the required documentation and impounded 15 bikes for various offenses, including illegal parking, unlicensed operation, and obstruction. Officers also arrested one person for dealing in dagga.

Unsafe Riders Disrupt Public Safety

The unchecked growth of unregistered and undocumented delivery riders has become a serious safety hazard. Their illegal parking clogs sidewalks, forcing pedestrians into traffic. People with disabilities face even greater challenges navigating blocked pavements. At the same time, the bikers’ dangerous driving adds to road chaos and increases the risk of collisions.

“These riders endanger themselves and the public,” said Fihla. “Their behavior shows a blatant disregard for the law and for other road users.”

JMPD Steps Up Enforcement

JMPD has adopted a multi-pronged strategy that combines enforcement with education. Officers now:

Check driver’s licenses and bike registration papers

Confirm the immigration status of foreign nationals

Impose fines and impound bikes when riders park illegally

Increase patrols in busy areas to stop reckless riding

Penalize anyone caught violating traffic or criminal laws

Before launching these stricter actions, JMPD ran awareness campaigns to encourage compliance. However, continued violations forced the department to shift into high gear.

Holding Delivery Platforms Accountable

JMPD also placed responsibility on companies and delivery platforms that employ these riders. The department urged businesses to vet their employees and ensure they have valid documents. Companies must educate riders about traffic rules and promote safer, more responsible behavior.

“We’re not here to shut down legitimate businesses,” Fihla emphasized. “But companies can’t look the other way while their workers break the law. They need to step up.”

More Operations Ahead

JMPD confirmed that this operation is only the beginning. The department will continue targeting illegal delivery bike activity throughout the city. More patrols, bike inspections, and arrests are on the way.

“We’re committed to restoring order,” Fihla said. “If riders and companies won’t follow the rules, we’ll make sure they face the consequences.”

The Johannesburg Metropolitan Police Department (JMPD) has stepped up its campaign against illegal and unsafe delivery bike operations.
