He told delegates that transformation and competitiveness are not competing goals, and that a broader supplier base would make the industry stronger and more resilient.

For Gauteng, home to vehicle plants in Rosslyn and Silverton and the Tshwane Automotive Special Economic Zone, the message lands close to home.

What Is SA Auto Week 2026?

SA Auto Week is the automotive industry’s annual gathering of manufacturers, government, investors and international partners. The 2026 edition is the fifth, running from 13 to 16 October, and is hosted by the Department of Trade, Industry and Competition (the dtic) together with Naamsa, the Automotive Business Council, and the KwaZulu-Natal provincial government.

This year’s theme is “Transforming Tomorrow Today. Resetting Policy. Advancing the Energy Transition. Driving Investment & Inclusive Growth.”

Previous editions were held in Gqeberha, Cape Town and twice in Midrand. This year’s programme covers policy, new energy vehicles (NEVs), manufacturing and investment. Tau is taking part in several sessions across the week, including a round table on the barriers that keep suppliers out of the industry and how government and business can work together to advance transformation. A session on investment and industrial competitiveness looks at infrastructure, energy and logistics, while the KwaZulu-Natal Investment Conference takes place at the same venue on 15 October.

KwaZulu-Natal Premier Thamsanqa Ntuli described the automotive industry as a cornerstone of the economy and said continued investment in local production and skills development is needed to keep the province a major automotive hub.

<ins class="adsbygoogle" style="display:block;" data-ad-client="ca-pub-1852772760112594"
data-ad-slot="1819787043"
data-ad-format="auto" data-full-width-responsive="true"></ins>

Why The Automotive Industry Matters To South Africa

The stakes behind Tau’s message are high. According to Naamsa, the automotive industry contributes about 5.2% of South Africa’s gross domestic product, made up of 3.3% from manufacturing and 1.9% from retail. It accounts for 23.8% of the country’s manufacturing output.

Vehicle and component exports were worth R291 billion in 2025, or 15.6% of South Africa’s total exports. Vehicle and component manufacturing employs around 113,000 people directly, and Naamsa estimates that the industry sustains about 498,000 formal jobs once the wider economy is included.

That makes the sector one of the country’s most important sources of skilled manufacturing work, and one of the most exposed to global trade shocks.

Tau Says Transformation And Competitiveness Go Together

In his address, Tau described transformation as a requirement for the industry’s long-term competitiveness rather than a compliance exercise.

“Transformation and competitiveness are not in tension,” he said.

He said empowerment should mean that the industry’s workers, engineers, managers and owners reflect South Africa, including women, and that the future of the sector depends on a competitive local manufacturing base.

“An industry that draws on all of its people, and on a broad and capable supplier base, is a stronger industry,” Tau said.

He argued that a wider supplier base would also make the industry more resilient to economic shocks, because it would rely less on a small group of established, largely foreign-owned companies.

Why Localisation Matters For Emerging Suppliers

Tau framed localisation as the most practical route to transformation. Every component that is currently imported but could be made locally, he said, represents an opportunity for new suppliers, new investment and new jobs.

“Localisation is where transformation becomes real,” he said.

The numbers show how much room there is to grow. Original equipment manufacturers imported about R151 billion in components, according to figures reported from the event by Daily Maverick. Naamsa’s own figures show that the rand value of local content more than doubled from R57.2 billion in 2020 to R126.8 billion in 2025, but average local content in vehicles has stayed flat at about 39.7%. The South African Automotive Masterplan targets 60% by 2035.

The gap is widest further down the supply chain. Imports make up about 86.5% of what Tier 1 suppliers buy, as these suppliers often bring in complete systems and large modules. Local buying from Tier 2 suppliers has dropped from 20.7% to 13.5% over six years. In a written parliamentary reply earlier this year, Tau described the industry’s progress on localisation as “negligible and lacklustre”.

<ins class="adsbygoogle" style="display:block;" data-ad-client="ca-pub-1852772760112594"
data-ad-slot="1819787043"
data-ad-format="auto" data-full-width-responsive="true"></ins>

Where Black, Women And Youth Owned Businesses Stand

Most vehicle manufacturers and Tier 1 suppliers in South Africa are foreign-owned, which has left many black-owned suppliers in lower-value parts of the supply chain or outside it altogether. Smaller Tier 2 and Tier 3 suppliers face their own hurdles, including limited scale, rising raw material costs and sourcing rules set by global head offices.

Government’s own incentive data has shown the imbalance. At SA Auto Week 2024, Tau revealed that black-owned projects had accessed only R227 million, or about 1%, of funding from the Automotive Investment Scheme. Women-owned projects had received R7.9 million and youth-owned projects just R3 million. “This shows that a more deliberate approach to transformation is required in the sector,” he said at the time.

One of the main tools for changing this is the Automotive Industry Transformation Fund (AITF), set up by vehicle manufacturers as the country’s first collective Equity Equivalent Investment Programme. Under this programme, global carmakers can meet their black ownership requirements by investing in local industrial development, black industrialists, skills and supplier development instead of selling equity locally.

AITF corporate planner Princess Mashamahite said the fund’s close to R1 billion in cash has unlocked about R8 billion in access to market for the businesses it supports. Deputy President Paul Mashatile said in July that the fund has supported more than 80 black-owned businesses since its launch in 2021.

New Energy Vehicles Open New Value Chains

Tau said the shift to new energy vehicles should not be built on the narrow ownership base of the past. He listed batteries, electric drive units, power electronics, thermal systems and charging equipment as new value chains where black-owned and women-owned businesses can take part from the start, as owners and partners.

These are areas where South Africa has little existing manufacturing, which means there are fewer established players to compete with. He said government is developing instruments to make sure emerging companies owned by previously disadvantaged South Africans are not left behind in the transition.

Tau also noted that a 150% investment allowance now applies to qualifying investment in electric and hydrogen vehicle production.

<ins class="adsbygoogle" style="display:block;" data-ad-client="ca-pub-1852772760112594"
data-ad-slot="1819787043"
data-ad-format="auto" data-full-width-responsive="true"></ins>

Policy Changes And Support For Local Suppliers

The Automotive Production and Development Programme Phase 2 (APDP2), the government’s main incentive programme for the sector, is under review. Tau said the revised programme “must reward manufacturing in South Africa, not assembly alone”, and should give stronger support to component manufacturers.

Draft amendments reported by Daily Maverick would allow critical minerals sourced from the Southern African Customs Union and the Southern African Development Community to count towards local content for electric vehicle batteries. They would also require companies benefiting from the programme to be B-BBEE compliant or to contribute directly to the AITF’s transformation fund.

Naamsa has defended the programme, saying it supported R270.8 billion in automotive exports and that every R1 linked to the APDP supports nearly R4 in domestic manufacturing value.

Support for the supplier base will continue through the Automotive Investment Scheme, the Industrial Development Corporation (IDC), the National Empowerment Fund (NEF) and other development finance institutions, alongside capital grants through the Black Industrialists Scheme.

Tau acknowledged that the sector is under strain. Some component manufacturers, including black-owned firms, have closed because of pressure from imports, high energy and logistics costs, and weaker demand.

“We cannot speak about transformation without also speaking about keeping this base alive,” he said.

ALSO READ: US Tariffs Cause 12 Companies To Close, Resulting In 4,000 Job Losses In The Automotive Industry

To open new export markets, government is also pursuing an Africa Automotive Pact through the Association of African Automotive Manufacturers, working with partners in Egypt and Algeria under the African Continental Free Trade Area.

Tau called on the industry to make measurable commitments that it can report back on at next year’s Auto Week. “We do not need more statements of good intent,” he said.

<ins class="adsbygoogle" style="display:block;" data-ad-client="ca-pub-1852772760112594"
data-ad-slot="1819787043"
data-ad-format="auto" data-full-width-responsive="true"></ins>

What This Means For Gauteng

Although this year’s event is being held in KwaZulu-Natal, much of the conversation affects Gauteng directly, particularly Tshwane.

BMW Group Plant Rosslyn, north of Pretoria, is the only plant in the world building the BMW X3 plug-in hybrid for international markets, and rolled out its 100,000th fourth-generation X3 in March 2026. Ford’s Silverton plant builds the Ranger, including the plug-in hybrid version exported to Europe, Australia and New Zealand.

The Tshwane Automotive Special Economic Zone, built around the Silverton plant, brings component suppliers, logistics providers and specialist manufacturers close to the assembly line. It is exactly the kind of supplier cluster Tau’s localisation push depends on.

In Rosslyn, Chery has taken over the former Nissan plant, with production expected to start in mid-2027. The company has committed to retaining all 692 existing employees and creating nearly 3,000 direct and indirect jobs. Speaking at the handover in July, Deputy President Mashatile urged Chery to work with government to identify and grow local suppliers, especially youth-led businesses.

Gauteng also has its own support system for emerging suppliers. The Automotive Industry Development Centre (AIDC), an agency of the Gauteng Growth and Development Agency based in Rosslyn, runs the Rosslyn Automotive Supplier Park, an SME incubation programme and skills development projects aimed at helping local businesses enter automotive supply chains. The City of Tshwane has also approved a long-term plan to develop Rosslyn into Africa’s largest automotive industrial park.

For Gauteng’s small manufacturers, township businesses and young engineers, a stronger focus on locally made components and NEV parts could mean more room to enter supply chains that have long been dominated by a small group of established suppliers.

Frequently Asked Questions

When And Where Is SA Auto Week 2026?

SA Auto Week 2026 runs from 13 to 16 October 2026 at the Durban International Convention Centre in KwaZulu-Natal.

What Did Parks Tau Say About Localisation?

Tau said localisation is where transformation becomes real, because every imported component made locally creates opportunities for new suppliers, investment and jobs, including for black, women and youth owned businesses.

How Much Does The Automotive Industry Contribute To South Africa’s Economy?

According to Naamsa, the industry contributes about 5.2% of GDP and 23.8% of manufacturing output. Vehicle and component exports were worth R291 billion in 2025.

What Is APDP2?

The Automotive Production and Development Programme Phase 2 is government’s main incentive programme for vehicle and component manufacturers. It is under review, and Tau said it must reward local manufacturing, not assembly alone.

What Is The Automotive Industry Transformation Fund?

The AITF is a fund created by vehicle manufacturers to invest in black-owned suppliers, skills and supplier development as an alternative to selling local equity. It has supported more than 80 black-owned businesses since 2021.

Which New Industries Could Open Up For Emerging Businesses?

Tau named batteries, electric drive units, power electronics, thermal systems and charging equipment as new energy vehicle value chains where black-owned and women-owned firms can participate from the start.

Why Does This Matter For Gauteng?

Gauteng is home to BMW’s Rosslyn plant, Ford’s Silverton plant, the Tshwane Automotive Special Economic Zone, Chery’s newly acquired Rosslyn factory and the AIDC’s supplier programmes. Policies that favour local components could create more supplier opportunities in the province.

<ins class="adsbygoogle" style="display:block;" data-ad-client="ca-pub-1852772760112594"
data-ad-slot="1819787043"
data-ad-format="auto" data-full-width-responsive="true"></ins>

What To Watch Next

SA Auto Week continues until Friday, 16 October, with the KwaZulu-Natal Investment Conference on 15 October.
