Only 15% of licence holders paid their fees during the year, up from 14% in the previous financial year.<\/p>\n\n\n\n<p>The public broadcaster billed a total of <strong>R4.936 billion in TV licences<\/strong> (2024: R4.841 billion), but it recognised only <strong>R758 million<\/strong> under probability recognition criteria. This means that roughly <strong>R4.2 billion in potential revenue<\/strong> slipped away as licence holders refused to pay.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-tv-licence-fee-avoidance-remains-high\">TV Licence Fee Avoidance Remains High<\/h2>\n\n\n\n<p>TV licence fee avoidance has long plagued the SABC. Last year, <a href=\"https:\/\/mybroadband.co.za\/news\/broadcasting\/612982-south-africans-saying-goodbye-to-tv-licences.html?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">about 86% of licence holders avoided payment<\/a>, and many had not paid for several consecutive years. This high non-compliance rate seriously undermines the public broadcaster\u2019s ability to operate sustainably.<\/p>\n\n\n\n<p>Although TV licence revenue grew by 10% year-on-year due to intensified collection efforts, it did not cover rising expenses. Securing consistent funding for this mandate remains a critical priority and drives the ongoing review of the SABC Bill.<\/p>\n\n\n\n<p>Despite financial challenges, the <strong>Auditor-General of South Africa (AGSA)<\/strong> granted the SABC an <a href=\"https:\/\/centralnews.co.za\/sabc-secures-second-consecutive-unqualified-audit-opinion-amid-rising-losses-and-economic-pressures\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">unqualified audit opinion<\/a> for 2024\/25, the highest level of approval. The audit confirmed that the SABC\u2019s financial statements are accurate and free from material misstatements, demonstrating improved governance and transparency.<\/p>\n\n\n\n<p>SABC CEO <strong>Nomsa Chabeli<\/strong> welcomed the outcome, saying:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cReceiving an unqualified audit opinion for two consecutive years clearly shows that the SABC is restoring stability, embedding strong governance, and fulfilling its public mandate.\u201d<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-alternatives-to-traditional-tv-licences\">Alternatives to Traditional TV Licences<\/h2>\n\n\n\n<p>With high licence fee avoidance continuing, the SABC and government officials have explored alternatives to the current funding model. One proposal is a household tax, similar to Germany\u2019s Rundfunkbeitrag, requiring households to pay a mandatory fee even if they do not consume public broadcaster content.<\/p>\n\n\n\n<p>Philly Moilwa, SABC\u2019s <strong>head of policy and regulatory affairs<\/strong>, suggested that the <strong>South African Revenue Service (SARS)<\/strong> could assist in fee collection. Another idea would require <strong>DStv<\/strong>, South Africa\u2019s dominant pay-TV provider, to collect licence fees on the SABC\u2019s behalf. However, MultiChoice opposed this, saying it would not support revenue collection for the public broadcaster.<\/p>\n\n\n\n<p>Communications Minister <strong>Solly Malatsi<\/strong> has also considered a levy on local and international streaming services to secure sustainable funding. This ICT research and advisory firm brings expertise in economic modelling, broadcasting market analysis, and regulatory policy support. Malatsi described the appointment as a \u201cmajor milestone\u201d in securing the public broadcaster\u2019s long-term sustainability.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-impact-on-the-sabc-s-financial-health\">Impact on the SABC\u2019s Financial Health<\/h2>\n\n\n\n<p>The SABC\u2019s inability to collect TV licence fees continues to <a href=\"https:\/\/www.news24.com\/business\/companies\/sabc-loss-widens-to-r250m-as-85-of-south-africans-dodge-tv-licences-20251005-0809?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">hit its financial health<\/a> hard.
