Johannesburg is its biggest client.<\/p>\n\n\n\n<p>Rand Water\u2019s infrastructure spans thousands of kilometers of pipelines, huge pumping stations, and 60 bulk reservoirs. These facilities move water uphill from the Vaal River System to Gauteng\u2019s high-altitude metros.<\/p>\n\n\n\n<p>The utility operates under a license from the Department of Water and Sanitation (DWS), currently allowing 1.802 billion cubic meters per year. But with Gauteng\u2019s soaring demand, Rand Water has often pumped at full capacity. \u201cWe are now pumping at full capacity,\u201d Rand Water spokesperson Makenosi Maroo admitted during the 2025 outages, stressing that the utility works \u201cin close liaison with our customers to achieve sustainable supply.\u201d<\/p>\n\n\n\n<p>Rand Water cannot increase supply overnight; its capacity depends on dam levels, national allocations, and massive infrastructure projects such as the Lesotho Highlands Water Project Phase II, due to add half a billion cubic meters by 2028.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-johannesburg-water-city-distributor-and-caretaker\">Johannesburg Water: City Distributor and Caretaker<\/h2>\n\n\n\n<p>Once Rand Water delivers treated water, <strong>Johannesburg Water (JW)<\/strong> takes responsibility. Even after restoration, Joburg Water\u2019s reservoirs took days to recover. Meanwhile, chronic leaks and illegal connections within the city drained precious reserves.<\/p>\n\n\n\n<p>As the DA in Johannesburg noted in a statement, \u201cThe city can no longer blame municipality alone.
