The Gauteng Tourism Authority (GTA) is an agency of the Gauteng Department of Economic Development whose mission is to develop, promote, coordinate and facilitate responsible and sustainable tourism in the Gauteng city region, and to create a world-class destination that attracts business visitors and all other tourists to the province. The GTA seeks to appoint suitable candidates with the relevant qualifications and experience for the following position.

GTA seeks to appoint the Executive: Corporate Management who will strategically provide support to Gauteng Tourism Agency business units through the enforcement of effective and efficient Human Resources; Information & Communications Technology, Facilities and Administration policies and procedures to ensure good corporate service in line with best practice standards. This role is also accountable for the development and maintenance of Gauteng Tourism Agency’s employment brand and, in this regard is the “face of the organisation” for both internal and external stakeholders.

KEY PERFORMANCE AREAS

The Executive will, amongst others be responsible for: Develop an aligned Corporate Services Annual Business Plan: Develop implement and manage Corporate Annual Plan to incorporate into the overall Tourism Agency Annual Performance Plan. Contribute to the overall development of Tourism Gauteng Strategic Plan. Ensure the development of HR and ICT strategic Plans based on the Tourism Gauteng Strategic Plan.

Promote High Performance Culture within GTA: Develop and implement an effective performance management system for the GTA. Oversee that all staff members contracts are signed by all parties. Ensure effective performance evaluations are undertaken by all. Ensure and sign off performance evaluation payments and submit to Payroll for processing. Drive the alignment of Divisional Staff performance ratings with organisational performance levels. Oversee that Performance Management practices reflect policy intentions.

Attracted, developed, motivated, and retained employees for Tourism Agency: Ensure that the annual training plan is aligned to the Workplace skills plan and organisational objectives. Provide strategic direction to Corporate Management Services to drive high service delivery, professionalism and competence. Ensure alignment of policies, procedures and systems with legislation. Define and drive EE targets for Corporate Management Services. Ensure the alignment of applicable policies to best practice.

Manage the Human Resource function in terms of the Tourism Agency policies and procedures: Drive and set the precedent for correct Human Resources processes within Tourism Agency i.e. contract revision, leave policy, induction etc. Oversee the accurate reporting on Employment equity and monthly, quarterly and annual submission of the report and submit every two years to the Department of Labour. Manage relationships between labour and Senior management. Ensure the capabilities for the development and grading of job descriptions exist in GTA. Monitor the implementation of systems, processes, policies, and procedures. Provide regular reviews of Tourism Agency policies and procedures to align with relevant legislation. Provide regular feedback to staff on
changes effected to Tourism Agency policies and procedure.

Provide and manage the facilities and relevant infrastructure of the GTA: Oversee that all Tourism Agency assets management, office maintenance and all other required logistics are made available.

Manage and provide all ICT equipment and resources to all GTA users: Oversee effective maintenance and safeguarding of office equipment. Oversee that provisioning and management of ICT support e.g. software and hardware. Ensure effective management of security and usages of all
ICT resources and servers.

Manage an effective Administrative Support and Logistical Service: Ensure the effectiveness of the Administrative Support Service (including Record and Archive Management). Contract Management of support service contracts such as Cell Phone, Repairs and Maintenance, hardware servicing (Printers/ fax machines, Food and Beverage etc.). Provide Logistical Support Services for meetings and Office Keeping.

Comply with the PFMA, procurement and financial management policies and procedures: Ensure that procurement is done as per the supply chain management policy as prescribed by PFMA. Allocation and management of the allocated budget as per PFMA requirements. Manage and control the finances for the Division and all the corporate functions – Plan, monitor and control the division’s annual operating budget so that spending is in line with Tourism Agency requirements. Oversee the appointment of service providers and management of major contracts in the Tourism Agency including Cell phone services, Information and Communications Technology (ICT).

MINIMUM REQUIREMENTS

The Executive Corporate Management calls for a highly skilled individual who has relevant Honours Degree, in Business Administration, Human Resource Management, Public Administration and Business Management . A Master’s Degree in the above mentioned filed will be an added advantage. 8 years related industry experience and operating in a Senior Manager level, sound understanding of the Public Sector environment (At least 5 years in government departments or local government and 3 years in public entities). A proven track record in managing and leading a Corporate Services function, of similar size and complexity of an organisation. Experience in National/ Provincial/ Local Government Policy, legislation, and protocols.
